Downtown Phase II Development is Taking Shape!

Since the community engagement last year, draft Parking and Traffic Studies have been completed to determine how to integrate the development into the existing downtown.

Testa Companies has prepared a refined development plan responding to the community feedback and the results of the draft studies. 
  • The number of residential units has been reduced by approximately 30%, with a focus placed on town homes, rather than flats, and the addition of more units with first floor masters.  
  • Green space has been expanded along Owen Brown Street.
  • A revised street network is planned to reduce traffic at Morse and Owen Brown Streets,  
Testa Companies is beginning formal City consideration of the project over the coming months. The project will be submitted to the City as a Planned Development application. The process includes expanded public review with hearings by the Planning Commission and City Council later this summer/fall.   

Next Steps

Once Planning Commission completes the application review, a recommendation will be forwarded to City Council. City Council will then review the application, conduct another public hearing, and then move toward action on the Preliminary Plan request. Once a preliminary plan is accepted, the developer can proceed with detailed engineering and architectural plans and proceed with the final plan reviews and approvals.

What is Downtown Phase II?

Redevelopment and expansion of downtown Hudson was first envisioned in the 1995 Comprehensive Plan. The community advanced the First Phase in the following years with the First & Main development which opened in 2004. Phase II is now being pursued with the recent adoption of the 2015 Comprehensive Plan. Phase II will add new office space and housing options adjacent to the successful First & Main development. When completed, It will create an even more vibrant downtown with entertainment, dining, retail, office and residential housing – all within a walkable, mixed-use district that will sustain the future of downtown Hudson by creating new jobs, attracting a talented young workforce, and retaining empty nesters.
